He confronted his old friend, and ordered him to end his aggression, Sozin replied that Roku’s loyalty lies with the Fire Lord and the nation’s progress. To which, they engage in battle and Roku won threatening to kill him if he does it again.

Technically Korra has already defied her leaders (OWL) by running off to Republic City instead of staying in the South Pole AND Tarrlokk is a councilman of the Northern Water Tribe, but seeing as Korra is now living in Republic City, Tarrlokk is her leader (and is part of the Water Tribe)
She refuses to join his task force because it is a vanity project, even blackmail is not enough to let her join. She also gives an example that his oppression towards non-benders is just the same as Amon’s, which led to the epic battle.
